House listing Operations of Census-2027: Statutory Orders and Administrative Set-up

As per the guidelines issued by Office of Registrar General and Census Commissioner of India vide its Circular no. 5, the Statutory Orders and Administrative Set-up for the state of Maharashtra are as follows.

2. Census-2027 will be in digital mode, a transformational step towards modernising the Census process. Government emphasises great importance of the efficient conduct of the ensuing Census-2027 Operations. The prime responsibility for these operations shall rest with the Collectors of the Districts and the Commissioners of the Municipal Corporations concerned.

3. Divisional commissioners of all divisions of the state will be Divisional Census Officers for their respective divisions.

4. The Municipal Commissioners for Dhule, Jalgaon, Akola, Amravati, Nagpur, Nanded-Waghala, Chhatrapati Sambhajinagar, Chandrapur, Parbhani, Latur, Malegaon, Nashik, Bhiwandi-Nijampur, Mira-bhayandar, Thane, Panvel, Navi-Mumbai, Kalyan-Dombivali, Ulhasnagar, Vasai-Virar City, Brihanmumbai, Pune, Pimpri-Chinchwad, Ahilyanagar, Solapur, Kolhapur, Sangli-Miraj-Kupwad, Jalna and Ichalkaranji Municipal Corporations who will be the “Principal Census Officers” for the respective Corporation areas shall superintend the Census work within the limits for their respective jurisdictions.

5. The Additional Municipal Commissioner of Brihanmumbai Municipal Corporation will be the “Additional Principal Census Officer” as per para. 8 of Circular-5 cited above. He will assist the Municipal Commissioner in carrying out the Census operations in the state.

6. In the Districts (except for Mumbai & Mumbai Suburban) the Census work, for the entire area except area under any Municipal Corporations cited in para. 4 above, shall be carried out under the guidance and control of the District Collectors concerned, who will be the “Principal Census Officers” for their respective Districts.

7. The Resident Deputy Collectors shall be designated as the “District Census Officers”. They will personally attend to Census work in detail and will assist the Collectors in carrying out the Census Operations. They will also relieve the Collectors of most of the formal or routine type of Census work. The Deputy CEO, Zilla Parishad/District Planning officer/District Statistical officer/District Informatics officer/District Education Officer/Any other district level officers shall be designated as “Additional/ Deputy District Census Officers” and they will also assist the Collectors similarly.

8. The Sub-Divisional Officers shall be designated as “Sub-Divisional Census Officers”. They will personally attend to work in detail and will assist the Resident Deputy Collectors in carrying out the Census Operations.

9 The Tahsildars of all Tahsils except Ulhasnagar, Thane, Pune City and Nagpur Urban shall be designated as “Charge Census Officer” for Rural within the jurisdiction of their Tahsil excluding the areas of Municipal Corporations, Municipal Councils, Nagar Panchayats, Cantonment board, for which separate Charge Census Officers are appointed. All Tahsildars of Mumbai & Mumbai Suburban districts will also be exempted from this appointment.

10. Additional Tahsildars/Naib Tahsildars or equivalent of all Tahsils shall be designated as “Additional Charge Census Officer” for their jurisdiction.

11 A. The following Officers, with respective designation indicated under column 1, shall be designated as “City Census Officer” for Census work within the areas shown against them. These officers will personally attend to the Census work in detail and will assist the Municipal Commissioners in carrying out the Census Operations. They will also relieve the Commissioners, Additional Commissioners, of most of the formal or routine type of Census work.

13B. The following Officers with respective designation indicated under column 1, shall be designated as Additional Charge Census Officers for Census work within the areas/jurisdiction shown against them.

14. Commissioners of the Municipal The Collectors of the Districts and Corporations who are to function as Principal Census Officers and the Officers appointed as the Charge Census Officers shall be delegated the powers of appointing Census Officers under Sub Section (2) of Section 4 of Census Act, 1948 and these authorities shall be authorized to sign the declarations in writing in pursuance of Sub Section (3) and Section 4 of the said Act.

15. The District Collectors and the Commissioner of the Municipal Corporations who will function as Principal Census Officer shall be the authorities duly appointed or authorized, as the case may be for purpose of Sub Section (1) of Section 6 and Section 11 and 12 of the Census Act-1948.

16. All the Charge Census Officers shall carry out the Census work under the guidance and control of the Collectors of the Districts and the Commissioner of the Municipal Corporations concerned. Each of them shall be responsible for appointment and training of enumerators and supervisors and for prompt conduct of Census Operations within the areas under their charges.

17. All District Collectors, Municipal Commissioners and Charge Officers shall exercise maximum economy in expenditure on the Census and to keep the Census expenditure in their charges as low as possible.

18. All touring Revenue Officers shall, while on tours, inspect the progress of Census work and shall take prompt action wherever work is found to be wanting.

19. The Divisional Commissioners will be designated as Divisional Census Officers. They shall keep in touch with the progress of Census work within their divisions and to take suitable steps for areas where they find the progress not satisfactory.

20. The Divisional Commissioners shall particularly invite attention of all the Local Authorities within their division to their statutory obligations under Section 4 of the Bombay Census Expenses Contribution Act of 1950 and Section 6 of the Census Act, 1948 and to advise them to render every possible assistance in the taking of Census in their areas and for ensuring a high quality of work.

21. All Heads of Departments shall render every possible assistance to the Officers working for the 2027 Population Census.

22. The entire correspondence in respect of Census work shall be routed through the District Collectors/Municipal Commissioners concerned. Copies of letters dealing with important issues or local problems addressed to the Commissioners or Government in General Administration Department shall be forwarded to the Director of Census Operations.

23. The District Collectors shall submit a monthly progress report on Census work to their respective Divisional Commissioners and copies to the Director of Census Operations and the General Administration Department. The Municipal Commissioner of Dhule, Jalgaon, Akola, Amravati, Nagpur, Nanded-Waghala, Chhatrapati Sambhajinagar, Chandrapur, Parbhani, Latur, Malegaon, Nashik, Bhiwandi-Nijampur, Mira-Bhayandar, Panvel, Thane, Navi Mumbai, Kalyan-Dombivali, Ulhasnagar, Vasai-Virar, Brihanmumbai, Pune, Pimpri-Chinchwad, Ahilyanagar, Solapur, Kolhapur, Sangli-Miraj-Kupwad, Ichalkaranji & Jalna Municipal Corporations shall also forward their monthly progress reports to the General Administration Department with copy addressed to the Director of Census.

Operations. Such reports shall reach the addressee on or before 10 of the succeeding months.

24. Detailed instructions regarding preliminary arrangements for Census work in its various stages will be issued by this Department or the Director of Census Operations from time to time. Government orders regarding additional staff and Budget provisions for stationary contingencies etc. in various Municipal Corporations, Districts, Tahsil and Town offices will also be issued separately.

25. As per the Rule 4 of the Census Rules, 1990 of Census Act, 1948, the Directors of Census Operations (DCO) appointed under sub-section 1 of Section 4 of the Census Act has been designated by the Census Commissioner of India as Chief Principal Census Officers to supervise the taking of the Census in the state of Maharashtra. In addition, the Deputy Registrar General (C&T), the Joint Director of Census Operations, the Deputy Director of Census Operations and the Assistant Director of Census Operations have also been designated by the Census Commissioner of India as the Addl. Chief Principal Census Officer, Joint Chief Principal Census Officer, Deputy Chief Principal Census Officer and Assistant Chief Principal Census Officer respectively.
